I’m Encouraged by What’s Being Done

LARRY KING, Host: Tonight, former President Bill Clinton on

his Global Initiative raising billions to try and solve the world’s problems.

Plus his take on Iraq, the immigration debate and more.

It’s always a great pleasure to welcome to Larry King Live the former president of the United States,

the 42nd President Bill Clinton.

He was last on this program six months ago when his Global Initiative began gathering experts

from everywhere to do a lot. How’s that going?

BILL CLINTON, Former President of the United States: It’s going great, Larry.

We had a meeting today in New York to see how we were at the six-month period.

Virtually everybody is keeping their commitments.

We’ve already had a phenomenal amount of positive activity in all kinds of ways,

new businesses being started in developing countries,

a lot of very interesting religious reconciliation work,

including an Israeli-Palestinian basketball tournament on the West Bank.

And then a lot of serious work in the healthcare area, so I’m encouraged by what’s being done.

KING: How did you get this disparate group together?

CLINTON: Well, we, we invited them last year at the opening of the UN.

My whole idea was if we could get the political leaders,

the business leaders, the philanthropists and then the leaders of nongovernmental groups,

the civic groups both in the developing world and in the wealthy country,

if we got them all together they’d come up with a bunch of things

we never thought of to solve problems and save lives. So that’s what’s happening.

KING: What’s the modus operandi, like how often do you meet,

where’s the headquarters? What’s the setup?

CLINTON: Well, the setup is we try to get everybody to work, first of all, one-on-one with each other.

We try to make, put people in touch with each other.

Then we have a Web site, clintonglobalinitiative.org

that everybody can communicate with each other on and find out what the status of these projects are.

Then I have a “commitments staff” for the Clinton Global Initiative,

that is, people that work full time on helping people even if they just need information.

But they’re fully funded or, in the few cases where we need funding,

like in this Vital Voices project where we still need to find some money to do it all the way.

We help them to find funding if we can.

It’s Exceedingly Complicated Question

KING: In 1996, you signed a border crackdown bill. Now there’s meetings in Cancun.

What’s your read on this whole immigration debate?

CLINTON: That, first of all, it’s an exceedingly complicated question,

particularly as it relates to our border along the Rio Grande River.

Keep in mind that Mexico and the U.S. have a very long border.

Only the Canadian border is a longer unguarded border of any countries anywhere in the world.

So, we have to guard our border there because we have narcotics problems

as well as illegal immigration problems.

On the other hand, our country has been immensely enriched by immigrants coming up from Mexico.

And, the real trick now it seems to me is how do you recognize some harsh realities.

Number one, as long as America has a higher standard of living than our near neighbors,

the ones from poor countries who are enterprising and hardworking will try to find a way to get in.

Number two, the overwhelming majority of these people are good, decent, law-abiding people

who would never become terrorist threats.

Number three, the same border does give people an opportunity to disguise themselves

if they’re terrorists and also to run drugs across, which does happen.

They’re All Still Jockeying for Position

KING: Is it a civil war in Iraq?

CLINTON: Oh, I don’t know that you can call it that yet because they’re all still,

I think, somewhat jockeying for position.

What I hope will happen is that all those people who voted in huge numbers,

they voted, they thought, to constitute a government which would function,

hold the country together, be able to keep peace

and guarantee each of their groups a reasonable share of the country’s oil and other wealth.

As Far As I Know, It’s Fine

KING: A couple of other things. I know I’ll see you next week here in L.A. How’s your health?

CLINTON: As far as I know, it’s fine.

You know, I’ve been to 12 or 13 countries this year already,

so I’m kicking along and the spring allergies are coming,

but I don’t see any recurrence of any of the heart problems and my doctors say I’m fine.

<래리 킹 라이브>에 빌 클린턴 제 42대 전 미 대통령을 모시는 건 언제나 큰 영광입니다.

마지막으로 출연하신 게 6개월 전인데요,

그때가 바로 ‘클린턴 세계구상’을 위해 많은 일을 해나갈 세계 각지의 전문가들을 모으기 시작하던 때였죠.

그 일은 어떻게 되어가고 있습니까?

빌 클린턴, 전(前) 미 대통령: 아주 잘 진행되고 있어요, 래리.

우리는 오늘 뉴욕에서 지난 6개월 간의 활동을 평가하는 회의를 가졌는데요.

실제로 모두가 약속을 잘 지키고 있더군요.

우리는 이미 모든 방면에서 놀라울 만큼 많은 건설적인 활동들을 펼쳤습니다.

개발도상국에서 새로운 사업들을 시작했고, 종교간 화해를 위한 아주 흥미로운 활동들도 많이 했는데,

예컨대 서안 지구에서 이스라엘-팔레스타인 간 농구시합을 개최한 것도 그 중 하나입니다.

또한 보건 의료 분야에서도 중요한 활동을 많이 했습니다.

그래서 전 현재의 성과에 무척 만족합니다.

킹: 서로 다른 이 사람들을 어떻게 다 모은 건가요?

클린턴: 작년 UN 총회 개막식 때, 이들 모두를 초청했습니다.

저의 전반적인 구상은 만일 개발도상국과 선진국 양쪽 모두의 정-재계 지도자 및 자선가,

그리고 비정부 단체 및 시민 단체의 지도자들을 우리 편으로 끌어올 수만 있다면,

그러니까 만일 우리가 그 사람들을 모두 한 자리에 모일 수 있게 한다면,

문제들을 해결하고 생명을 구할 수 있는

이전에는 생각지도 못했던 여러 다양한 대안들이 나올 수 있을 거라는 것이었습니다.

실제로 그렇게 되고 있습니다.

킹: 운영 방식은 어떤가요?

그러니까 얼마나 자주 모이는지, 본부는 어딘지 같은 것 말이죠.

어떻게 운영되고 있나요?

클린턴: 저희 운영 방식은, 우선 모든 사람이 1대 1 방식으로 함께 일할 수 있게 해주는 것입니다.

사람들이 서로 연락할 수 있게 해주는 거죠.

그리고 웹사이트도 있는데, clintonglobalinitiative.org입니다.

누구든지 서로 지속적으로 의사소통을 하고, 프로젝트 진행 상황을 파악할 수 있죠.

그리고 제게는 클린턴 세계구상을 위해 온전히 헌신한 활동가가 있는데

그들은 풀타임으로 일하면서 사람들을 돕고 있죠.

사람들이 그저 정보만 필요로 하는 경우라도 말입니다.

하지만 필요 자금은 100% 지원받지만 몇몇 경우에는 자금 조달을 하기도 하는데

가령 생명의 목소리(Vital Voices) 프로젝트의 경우,

이들의 활동을 전폭적으로 지원하기 위해 기금을 계속해서 마련하고 있습니다.

우리는 그들이 기금을 받을 수 있도록 최선을 다해 돕고 있습니다.

이민법은 대단히 복잡한 문제이다

킹: 1996년에 국경 단속 강화 법안에 서명하셨는데요.

현재 칸쿤에서 회담이 진행되고 있죠.

이번 이민법 논쟁을 전반적으로 어떻게 보십니까?

클린턴: 우선 그건 대단히 복잡한 문제입니다.

리오그란데강을 따라 나있는 국경을 둘러싸고 생긴 문제라 특히나 더 그렇겠죠.

멕시코와 미국 간 국경이 아주 길다는 사실을 명심해야 합니다.

그보다 더 긴 국경치고 경비 없는 국경은 캐나다-미국 국경이 세계에서 유일합니다.

따라서 우리는 국경을 보호해야 합니다.

이는 비단 불법 이민 문제뿐 아니라 마약 문제 때문에도 그렇습니다.

하지만 우리 나라가 멕시코에서 넘어온 이민자들 덕분에 이만큼 부유해지긴 했죠.

그리고 제가 볼 때,

이 문제의 진짜 해법은 바로 복잡한 현실 상황을 어떻게 인식하고 있는가에 달려 있습니다.

첫째로,

미국의 생활 수준이 가까운 이웃 국가들보다 높은 한 진취적이고, 열심히 일하는 빈국의 사람들은

미국에 들어올 방법을 찾으려 할 것입니다.

둘째로는,

이런 이민자들의 절대 다수가 테러 위협을 가할만한 여지가 전혀 없는

선량하고, 점잖으며, 법을 잘 준수하는 사람들이라는 것입니다.

셋째는,

동시에 바로 이 국경이

테러리스트들이나 마약 밀거래자들에게 위장 잠입할 기회를 터주고 있다는 것입니다.

실제로 이런 일이 벌어지고 있습니다.

이라크인 모두가 아직은 각자 자신의 자리를 찾으려고 고군분투하고 있다

킹: 현재 이라크를 내전 상태로 보십니까?

클린턴: 글쎄요, 이라크가 내전 상태에 있다고 말해도 되는 건지 아직 잘 모르겠네요.

제 생각에 아직까지는 이라크인 모두가 각자 자신의 자리를 찾으려고 고군분투하는 것처럼 보이거든요.

제가 기대한 것처럼, 선거에 참여했던 그 많은 사람들 모두가,

그러니까 그 많은 사람들이 선거에 참여했던 것은

앞으로 이라크 정부가 제 역할을 다하고, 사람들을 통합시키고, 평화를 유지시키고,

또 이라크 원유 및 그 밖의 부를 이라크 민족들에게 합리적으로 분배해 주기를 바래서입니다.

제가 아는 한 건강하다

킹: 다른 이야기 한 두 가지를 나눠 보도록 하죠.

다음 주에 이곳 로스앤젤레스에서 뵐 수 있을 텐데요. 건강은 어떠신지요?

클린턴: 제가 아는 한 괜찮습니다.

올해에만 벌써 열두 내지 열세 국가를 방문했다는 건 괜찮다는 거죠.

봄철 알레르기가 생기긴 했지만, 어떤식으로도 심장병 재발 징후는 전혀 없습니다.

주치의도 제 건강이 괜찮다고 하더군요.
